Singapore | October 3, 2025 – In a landmark step towards a low-carbon maritime and energy future, a consortium led by Keppel Ltd. has been appointed by the Energy Market Authority (EMA) and the Maritime and Port Authority of Singapore (MPA) to spearhead the next phase of a pioneering project on Jurong Island. The project aims to develop Singapore’s first low- or zero-carbon ammonia power generation and bunkering solution, placing the nation at the forefront of global efforts to decarbonise shipping and energy production.
This significant milestone follows a rigorous Request for Proposal (RFP) process initiated by EMA and MPA. Keppel, in strategic partnership with Sumitomo Corporation and Advario, successfully completed a preliminary Front-End Engineering and Design (pre-FEED) study. The appointment now greenlights the consortium to undertake a full FEED study, encompassing the entire ammonia value chain — from power generation to terminal infrastructure and bunkering systems.
The project will focus on developing a 55–65 MW ammonia-fuelled power plant, with integrated bunkering capabilities. If successfully implemented, this facility could become one of the world’s first direct-ammonia combustion power plants — and Singapore’s first — heralding a new era in clean energy solutions.

Ms. Cindy Lim, CEO of Keppel’s Infrastructure Division, expressed strong confidence in the project’s transformative potential:

Keppel is no stranger to pioneering sustainability in energy. The company is already behind several key initiatives that are shaping Singapore’s energy landscape, including the development of Singapore’s first hydrogen-compatible power plant, and the nation’s first cross-border low-carbon power importation project. These efforts are aligned with the government’s “Four Switches” energy strategy, particularly in diversifying energy sources and accelerating low-carbon alternatives.
Keppel also owns and operates the Keppel Merlimau Cogen Plant, a 1,300 MW combined cycle gas turbine facility that has been significantly upgraded to improve efficiency and support future hydrogen co-firing capabilities.

The appointment is also a milestone for the consortium’s partners, Advario and Sumitomo Corporation, both of whom bring specialised expertise to this multi-faceted endeavour.

Singapore Sets a Global Benchmark
This development signals a bold leap in Singapore’s decarbonisation journey — and positions the city-state as a regional and global leader in ammonia-fuelled energy and maritime solutions. By integrating cutting-edge technologies, forward-thinking regulatory support, and world-class infrastructure expertise, the Keppel-led consortium is laying the groundwork for sustainable energy at scale.
While the current phase focuses on FEED studies, it is anticipated that a Final Investment Decision (FID) could follow, potentially unlocking large-scale deployment and commercialisation of ammonia-based clean energy and green bunkering solutions. This would not only accelerate Singapore’s net-zero ambitions but also offer a replicable model for other major ports and energy hubs around the world.
It is important to note that the development is not expected to have a material impact on the net tangible assets or earnings per share of Keppel Ltd. for the current financial year.
