CPN Signs MOU to Advance Hong Kong as Green Marine Fuel Bunkering Hub

Hong Kong, June 27, 2025 — Chimbusco Pan Nation (CPN), a leading marine fuel supplier in Hong Kong, has signed a Memorandum of Understanding (MOU) with the Transport and Logistics Bureau (TLB) of the Hong Kong Special Administrative Region (HKSAR) Government. The agreement was formalized during the Mainland-Hong Kong Green Energy Matchmaking Event on June 25 and aims to accelerate the city’s development into a global centre for green marine fuel bunkering and trading.

The MOU supports the objectives of the HKSAR’s Action Plan on Green Maritime Fuel Bunkering, released in November 2024, and outlines a framework for collaboration in the adoption and scaling of alternative marine fuels, particularly methanol and biofuels. The agreement highlights Hong Kong’s intent to leverage its maritime and financial infrastructure to become a key player in the international transition toward low-carbon shipping.

Integration with Mainland Supply Chains

Under the MOU, CPN and the TLB will work to strengthen supply chain integration between Mainland China’s green fuel production capacity and Hong Kong’s international trading platform. The initiative also supports broader decarbonization goals in the shipping sector, aligning with the IMO’s net-zero emissions target for 2050.

CPN, which operates one of the largest bunkering barge fleets in Hong Kong, has been investing in alternative fuel technologies. It signed a separate MOU with Towngas in November 2024 to jointly explore methanol as a viable marine fuel. The company says this latest government partnership reinforces its commitment to supporting energy transition in Asia’s shipping corridors.

Regional Strategy and Industry Participation

The matchmaking event, co-organized by the TLB and the Guangdong Department of Commerce, brought together more than 300 participants from the Hong Kong and Mainland maritime and energy sectors. In addition to CPN, several other firms signed agreements with the HKSAR Government to collaborate on infrastructure, fuel logistics, and alternative fuel research.

Hong Kong remains the largest bunkering centre in the Greater Bay Area and ranks seventh globally. With growing demand for lower-emission shipping fuels, city officials see an opportunity to position Hong Kong as a distribution and innovation hub for green fuels exported across Asia-Pacific markets.
