Helsinki, Finland | December 9, 2025 – Ahti Pool, the established leader in FuelEU Maritime compliance solutions, has announced a pivotal strategic partnership with ScanOcean. The collaboration will introduce a dedicated FuelEU Maritime pooling service, dubbed a “pool-in-pool” solution, specifically tailored for ScanOcean’s customer base.
This innovative model will allow shipowners to leverage their own consumption of biofuels for meeting FuelEU obligations while retaining access to the broader flexibility and cost-optimisation capabilities of the larger Ahti Pool.

Enhancing Flexibility and Scale
Ahti Pool currently manages fleets from prominent owners and operators, including Van Weelde Group, Bore, Spliethoff, Stenersen, and Neste—overseeing emissions exposure valued at over €100 million.
Under the new agreement, ScanOcean, an international energy and distribution company with a strong Nordic footprint, will market and sell this turnkey compliance service. The offering combines:
- Ahti Pool’s Expertise: Scale, technical pooling know-how, and proven cost-optimisation tools.
- ScanOcean’s Strengths: A recognised logistics network, offtake agreements with leading refiners, and a strong reputation for seamless bunkering operations, particularly in the Nordic area.
Risto-Juhani Kariranta, CEO of Ahti Pool, highlighted the strategic advantage of the new structure.

Turning Complexity into Advantage
The FuelEU Maritime regulation is set to drive the demand for renewable marine fuels, but also introduces significant administrative and compliance complexities for shipowners. The ‘pool-in-pool’ solution is designed to simplify this transition.
